About this role
The Resource Management Office (RMO) is a strategic function responsible for managing the allocation of resources across ACT delivery. The team provides global support to Delivery & Execution Leads and ACT Practices, ensuring optimal resourcing of both in-flight and pipeline projects.
Beyond operational allocation, the RMO delivers data-driven insights to support workforce planning, resource optimization, and execution excellence across increasingly complex programs.
This role will lead the transformation of the RMO function, evolving it from an administrative support model into a strategic, insight-led capability. The RMO Manager will design and implement a new operating model, strengthen data and tooling capabilities, and lead a high-performing team delivering best-in-class resource management.
Key Responsibilities
RMO Transformation & Strategy
Design and implement a new Resource Management Operating Model in partnership with ACT Leadership
Drive enhancements in tooling, reporting, and data governance
Establish scalable processes aligned with SLAs and business priorities
Elevate the RMO’s role from execution to strategic workforce planning and advisory
Team Leadership & Development
Lead, develop, and manage the RMO team, ensuring smooth day-to-day operations
Set clear expectations, performance standards, and team objectives aligned to the operating model
Foster a culture of accountability, inclusion, and continuous improvement
Coach and develop team members, supporting career progression within BlackRock
Resource Management & Delivery
Oversee the allocation of internal FTEs and contingent workforce (CWKs)
Ensure delivery of accurate, timely, and actionable resourcing data to support decision-making
Partner with ACT Leadership on complex or escalated resource allocation decisions
Maintain high data quality standards across all resource management activities
CWK Management & Workforce Planning
Manage the end-to-end contingent workforce lifecycle:
Budget planning and tracking
Resource forecasting
Onboarding and procurement coordination
Vendor and partner management
Provide insights on capacity, demand trends, and cost optimization
Key Deliverables
Implementation of a new RMO operating model with enhanced processes, tooling, and reporting
Defined team objectives and performance metrics, with measurable outcomes
Reliable, on-demand resource data and insights for ACT Leadership
Efficient and transparent CWK management framework
About You
Strong people leadership experience, with a track record of building high-performing teams
Excellent stakeholder management skills, with the ability to influence at all levels
Proven experience in resource management / workforce planning within complex environments
Strong analytical and problem-solving skills, with a structured approach to decision-making
Experience managing budgets, forecasting, and reporting
Ability to operate effectively in a global, fast-paced environment
Excellent communication and organizational skills
