About this role

This individual will be part of the Singapore & Southeast Asia Compliance team, responsible for ensuring that BlackRock fulfills its regulatory obligations for activities in Singapore and Southeast Asia, while implementing a comprehensive compliance framework together with applicable policies and procedures.

Reporting to the Chief Compliance Officer in Singapore, the individual will provide compliance and regulatory advice to a variety of business and operations teams, help ensure new regulatory requirements are tracked and implemented in a timely manner, and conduct risk-based compliance monitoring.

The individual should be able to work effectively within a team environment but also be self-directed and able to work independently.

Key Responsibilities:

  • Review of marketing materials to ensure compliance with regulatory requirements and internal policies.

  • Advise business units on relevant rules and regulations as well as policies relating to sales and marketing, new product launches, fund management, licensing, financial crime, code of ethics and other core compliance areas.

  • Implement relevant compliance policies and procedures and promote a strong culture of compliance within the organization.

  • Conduct relevant compliance training to employees.

  • Execute a risk-based compliance monitoring programme and conduct periodic compliance risk assessments.

  • Track new regulatory reforms and requirements, communicate regulatory expectations to stakeholders effectively and ensure timely implementation of requirements.

  • Assist in management reporting and governance forum materials, including reports for risk management committees and local Board meetings.

  • Participate in global and regional strategic initiatives and projects, working closely with global / regional BlackRock colleagues and stakeholders to ensure successful delivery, global best practice and consistency.

Qualifications / Experience Required:

  • At least 6-10 years of regulatory compliance experience, ideally in the fund management industry.

  • An understanding of the regulatory environment in Singapore applicable to fund management. Regulatory knowledge of other Southeast Asian jurisdictions will be an advantage.

  • Strong analytical, communication and writing skills as well as an ability to work independently. The candidate should enjoy advising and having constant interaction with stakeholders and be able to work on a project with minimal supervision.

  • Excellent time management and organisational skills, with an ability to meet tight deadlines.

  • Fluency in both English and Chinese is an advantage.
