About this role
This regional team head will be responsible for developing and leading BlackRock’s European and Middle Eastern Government Affairs and Public Policy strategy, as a key part of a global team. They will deliver this critical strategy and will lead policymaker engagement at the highest levels.
Key Responsibilities
- Develop a comprehensive government affairs vision and integrated public policy advocacy strategy across Europe, the Middle East, and Africa; execute that strategy to deliver results.
- Lead, manage, and inspire a high performing EMEA government affairs and public policy team.
- Proactively define BlackRock’s public policy positioning and engagement strategy on key issues impacting investors in EMEA, collaborating across teams and regions to ensure global consistency.
- Lead external engagement with senior policy makers in EMEA, including direct engagement with senior government officials in individual countries and at the EU level.
- Serve as a trusted advisor to senior leaders across BlackRock, providing them with critical analyses of the reputational and commercial implications and opportunities associated with policy developments and geopolitical trends.
- Develop policymaker engagement programs for senior stakeholders across BlackRock, including business leaders and country heads.
- Work across Global Corporate Affairs to develop messaging and content to proactively define our brand with policymakers.
- Build and maintain a deep networks of contacts both within BlackRock and externally with policymakers, trade associations, academics, and other stakeholders.
- Represent BlackRock in industry conferences and forums with government officials.
- Integrate with global policy and advocacy efforts seamlessly and effectively as part of a 1BlackRock culture.
Qualifications
- Government & Regulatory Affairs Experience: 15+ years in EU public policy, government affairs, regulatory affairs, or government service. Exemplary public policy acumen coupled with the ability to think strategically and devise practical and solutions-oriented strategies and advocacy plans. Proactive in identifying areas of risk and opportunities relative to the public policy environment. A public policy thought leader with broad credibility across the political spectrum. Financial services experience is a plus. Excellent, demonstrated written and verbal communications capabilities.
- Leadership/Build Experience: Proven ability to set the direction and strategy for a government affairs/public policy function and to develop and execute strategy. Demonstrated experience building and managing a high-performance and collaborative team, including external consultants. Experience building, growing and effectively leading this regional function is a plus.
- Relevant Industry Experience: Policy leadership experience working in a relevant industry, including in-depth knowledge of government affairs across EMEA. Deep understanding of regulatory policy and process relevant to the financial services industry and the asset management business preferred.
- Business Partnership: Experience in delivering exceptional results in a multinational firm with complex matrix structures and reporting relationships. Proven ability to work with different stakeholders and translate complex information across functions and regions. Staying up to date on external activities related to the firm’s priority issues and keeping others within the firm informed of key developments. Insightful in engagement with internal and external stakeholders, including clients.
- Relevant Network: Strategic relationships, based on mutual respect, in the public policy community. Demonstrated ability to engage, educate, build coalitions, and partner with legislators, government officials, regulators, political leaders, as well as industry and community groups.
